§ 8.04.050. Officers duties and responsibilities

  • A. Officers and their duties and responsibilities shall include:

    1. Chairperson;

    2. Vice chairperson;

    3. Secretary;

    4. Financial secretary;

    5. Treasurer;

    6. Sergeant-at-arms;

    7. Delegate or representative to native board of health.

    B. The chairperson shall be responsible for calling regular (monthly) meeting the first Tuesday of each month and special meetings. He shall be responsible for certifying time and attendance of health clinic staff, making other contractual arrangements and agreements on behalf of the council. He shall be responsible to prepare a report to the city council at each regular city council meeting and carry out the wishes of the council as requested at the meeting.

    C. The vice chairperson shall be responsible for fulfilling the chairperson's duties in his absence. He shall undertake other tasks as assigned or requested of the health council.

    D. The secretary shall be responsible for posting meeting notices, recording minutes of meetings, reading minutes to previous meetings, and handling correspondence and processing of other documents for the health council.

    E. The treasurer shall be responsible of health council funds. He shall be required to receive and make payments as authorized by the health council and report the transaction to the financial secretary.

    F. The financial secretary shall keep an itemized account of moneys received and disbursed by the treasurer and report the transaction to the health council at the regular meeting each month.

    G. The delegate or representative to the native board of health shall attend all meetings of the council. He shall prepare reports and requests for presentation at NBH meetings, which requests will reflect community health needs as determined by the health council. He shall report to the council following each NBH meeting or other training session attended. The delegate may be the chairperson or other officer of the council, or may be elected from the remaining membership of the council. All officers shall be elected by a majority vote of the council.
